The Ateneo de Naga University-Graduate School and the Center for Local Governance, in coordination with the University Social Involvement Council–Governance Cluster headed by Dr. Malu C. Barcillano, conducted a series of the Barangay Participatory Planning and Budgeting Workshops (BPPBW) in the five pilot barangays in Cabusao, Camarines Sur.
The first run was conducted on August 8-9, 2009 in barangays Barcelonita and Castillo. Larry R. Sucatre and Celeste C. Dizon, Master in Public Administration students, were the workshop facilitators in Barcelonita, while Benita Michele S. Ciudadano, CLG staff and Ramon B. Beleno III, department chair of Social Sciences, handled Castillo.
The remaining three barangays had their BPPBW on September 5-6, 2009, with the PA-204 student-facilitators, namely: Mr. Claro A. Ordoñez and Emilda A. Albino for Biong and Sta. Cruz; and Sucatre and Dr. Barcillano for Pandan. They were assisted by MPA students Maria Gladys Consuelo B. Tipanero and Michaelangelo R. Severa, and CLG staff Herold E. Pelonio. 
Through a barangay resolution, all the five barangays adopted their respective BPPBW outputs as their Year 2010 Annual Investment Plan.
The activity aimed at generating a practical vision for the barangay, formulating a community development plan and budget that are responsive to the basic needs of the community using simple and highly participatory process, coming up with an annual investment plan that will serve as the basis for barangay budget allocation and funding.
The BPPBW is a practicum of the PA-204-Planning, Programming, Budgeting and Systems Analysis subject of MPA Program handled by Dr. Barcillano and Dr. Agapito Rubio. It was made possible through the effort of the Local Government Unit of Sagñay represented by Mayor Norberto U. Genova, with the assistance of the Municipal Planning and Development Coordinator Susan A. Basbas and the Municipal Budget Officer Corazon Diocareza.
